implement compiz settings to mimic aero snap in windows 7

windows 7 has a feature, aero snap, that performs window resizing by dragging a window to an edge of the screen. it would be nice if mint offered this by default. a way of enabling it can be found at: http://www.clickonf5.org/linux/use-aero-snap-windows7-feature-ubuntu/6956/comment-page-1
