Baby Steps Towards True big.LITTLE Multiprocessing

ARM's big.LITTLE systems provide us with groups of CPUs with different performance characteristics. The Linux kernel doesn't currently handle this class of system optimally; in particular, scheduling and power management need to be modified to take advantage of asymmetric CPUs and their system-wide behaviour.
