Adding LAVA packages into Debian, and later sync to Ubuntu-Q

At the moment we don't have packages for LAVA components in Ubuntu which forces people to use linaro-validation PPA.

The goal is to get a list of the most important LAVA components to be used by external users (tools, etc), and make them available at Debian and later Ubuntu-Q (as P is already closed).
