The MMWG validated the latest speex snapshot including NEON support (https://blueprints.launchpad.net/linaro-multimedia-speex/+spec/linaro-mmwg-speex-neon-update), and this blueprint is basically to update the speex package we have at our Ubuntu LEB.

Headline: Ubuntu LEB now provides an updated version of the speex package, with NEON support enabled by default.

Acceptance: Newer package available at the Overlay, with the NEON patches applied on top.
