Pre-installed Ubuntu/LEB supporting EULA accept request on first boot

Currently there's no way to generate a pre-installed image that requires the user to accept an EULA before installing a closed source component. This blueprint should cover the work needed at Ubuntu/LEB and linaro-image-tools to make it possible for the user to accept/refuse an EULA during first boot.
