Improve scripts and instructions for easy multi-arch cross build support

One of the requirements we had as a result of the cross-buildd work, is how to easily set the dev environment to be able to cross build one single package using multi-arch, and also to easily reproduce the cross-buildd infrastructure.

This would help the testing and development for people using and consuming the cross-build support at Debian/Ubuntu.
