Freeze roadmap lane reports at the end of quarters
We should mark lanes as locked when the calendar quarter is up. The lane report should freeze and remain static even if the cards and blueprints are moved around.

Acceptance: At the end of the quarter the status freezes at the current state and a lock symbol should be displayed to show PMs that it's now safe to move blueprints away without influencing this quarter metric
It remains to be determined if the locked lane view should link to a frozen card report for all of it's cards or link to the current card report?
To lock the lane is a manual action which should be requested/triggered as part of the PM post mortem process. This could later be changed to automatic date based locking. Technically, we can implement this as a config file read by work-items-tracker to determine which lanes to generate reports for and leave the frozen reports as they are after adding a lock symbol to indicate that the lane is no longer live.
It's also requested to generate xml data of what's on each html page.
