Give linaro-dashboard-bundle the ability to create bundles

Lava-test and lava-android-test (and maybe other users of linaro-dashboard-bundle) all have the need to construct bundles. This code could all be in linaro-dashboard-bundle, making it easier to manipulate and construct bundles that we can verify are correct before submitting.
