Thermal Framework Scope

Do a quick integration of thermal framework into an ARM platform to judge effort and scope; find a HW platform that has a temp sensor (if no platform is found, create a "dummy" driver as a temp sensor) and integrate with a cooling device. Define the CPU as a cooling device and report back effort and issues. Experimental phase.
