Add and optimize pm_runtime support for samsung exynos platform.

Currently there is some support for pm_runtime in samsung platform. This blueprint scope will span across fine tuning and adding more devices with pm_runtime support. Also, it includes the analysis of many helper function provided by pm_runtime so they can be used as and when feasible.

The current available version of powertop(1.13) available for ARM displays runtime information
of 3 devices only(PCI, SPI, I2C) in dump mode. The powertop2.0 version has support for PCI, SPI, I2C and all
platform devices.
