cpufreq support for omap

In OMAP, DVFS (dynamic voltage and frequency scaling) feature is not supported in mainline kernel. So cpufreq is not functional. Purpose of this blueprint is to track development effort for upstreaming dvfs support so that cpufreq can work seamlessly on OMAP.
