NOTE: no members have such hardware and this Blueprint is not being worked on unless the situation changes.
Some SoCs can emit HW events to drive frequency scaling, add a governor to support that.
Some SoCs, for example, i.MX51 has features in the HW, that when turned on, tell the OS when to scale frequency.
This removes the need for polling the load periodically as done by ondemand governor. Design a simple governor that can use this feature.
