Study cpu hotplug governor requirements:
-Define a bunch of relevant inputs for the hotplug governor. These inputs should be available on all SoC/system (with quite different value) and the governor must handle the fact that cpu hotplug doesn't have the same effects on SoCs idle states (some need to unplug cpus in order to reach deepest state, some don't).
-Define a strategy to minimize plug/unplug duration.
-Study interaction with other manager like thermal one
