Create Ubuntu specific config fragment for Linux Linaro

Review the current config set used by the upstream ubuntu kernel, and create one config fragment to be integrated at Linux Linaro.

This config fragment will be used to enable all drivers and features that are important for the proper usage of the Ubuntu userspace.

[rsalveti, May 3, 2012] Avik, please review the current WI list and check with John to see if we're missing anything here. The goal is to have a common config fragment to be used by all the kernel packages we produce at our Ubuntu LEB (drivers, features, etc).
[rsalveti, May 31, 2012] Config fragment created, but still need further testing and deployment at linux-linaro. This should be moved to next cycle.
