Build services: consolidation and high level plans

Linaro makes heavy use of several different job services: multiple instances of Jenkins (ci.linaro.org, android-build.linaro.org/jenkins), one instance of Offspring (ubuntu-build.linaro.org), use of Launchpad PPAs, LAVA testing infrastructure, and there's a need for generic job execution in LAVA as well.

Discuss the basic requirements, short- and long-term plans to try to consolidate on one (or any other small finite number of) build/job service which we can maintain and collaborate on, easing the administrative/maintenance load of running multiple similar yet distinct services.
