Runtime detection of NEON for skia

Currently, the skia toolkit does not detect NEON at runtime. Either, it is compiled in, or not. The mechanism for doing this is fairly straightforward, and already implemented in the pixman library (it reads the hardware capabilities encoded in /proc/self/auxv and sets a flag accordingly).
