Ensure WebGL support for webkit-gtk+ goes through EGL/OpenGL ES on ARM.

Planning for a Linaro graphics working group project to contribute to prior work on the webkit-gtk+ that enables WebGL. Currently, that support relies on an underlying GLX and desktop OpenGL implementation to support WebGL, which would be sub-optimal on ARM platforms (as those implementations would nearly all be software only). We want to support WebGL with EGL and OpenGL ES 2.0, which is a cleaner mapping to the WebGL specification and is better supported for ARM.
