Allow developers to request one-time kernel build tests

Kernel developers sometimes have a tree that they want tested only once or a few times as a sanity check before requesting a pull. One of the things that was requested was for us to give them a way to do that.

[deepti, 17 Jan 2012]: Paul please check the https://blueprints.launchpad.net/linaro-ci/+spec/one-time-tree-submission-pilot, this has already been done for user Deepak Saxena as a pilot user.
[danilo, 2012-01-31]: Discussed the acceptance criteria with Paul, we need to start defining work items. As a possibility, we can explore if android-frontend can be made usable for this as well.

Meta:
Headline: Allow one-off kernel builds and test runs through ci.linaro.org and LAVA.
Acceptance: Developers need only provide a git kernel tree, defconfig that they want to use and platforms to run the build for as input parameters, and a build is done on ci.linaro.org for those parameters, and after it's done, it's passed to LAVA to run the default set of kernel tests (as run by other kernel builds).
