b.l.system gic migration an inbound alive notification
Implement a "inbound alive" notification mechanism to complement the power_down API to be used by the outbound to reduce switch latency.
The notification (most likely an IPI) must be sent from bL_entry_point before the bL_entry_vector gate is opened
Review the existing GIC migration patch
Revisit the issue with the GIC ID enumeration on TC2
