lava test shell support to linaro-android-build-tools

This is an effort to migrate to lava-test-shell from lava-android-test. Currently the linaro-android-build-tools supports generation a job definition with lava-android-test. Moving ahead the tool should be able to generate job definitions with lava-test-shell definitions.
