Get snowball binaries from igloocommunity.org
The snowball binaries (vendor.tar.bz2) should be acquired from igloocommunity.org rather being kept on mombin. This is desirable to keep things synchronized between what we build with and what is advertized on the site. It also provides and common point of access for all the players involved with snowball.

Whiteboard
[asac, Jan 23, 2011]: proposed solution is to setup a continuous sync for the binaries directory to the snapshots.
Binaries are hosted on igloo at this location: "igloocommunity
From there the exact binary name follows the $DATE/filename convention:
/20120113/
Meta:
Headline: snowball binaries are hosted on igloocommunity.org and this is where the builds need to get them rather than mombin.
Acceptance: When binaries downloaded from igloocommunity.org following the url taken from the SOURCE_OVERLAY variable are folded into the snowball builds.
