Allow to edit job/build description from Android Build frontend
It is now monthly (if not daily) routine for Android team to edit job's description to reflect status of builds. So far, this requires Jenkins access which doesn't allow fine-grained access control and may lead to maintenance problems. Instead, the frontend should be extended to allow editing jobs' descriptions. Consider adding individual builds' description editing capabilities at the same time.
