Things to possibly clarify:
- do we need apps to appear as installed items or as USC suggestions?
- we need to define a subset of webapps to be installed (all?)?
- does it tie in with the "passwordless install of webapps" that we did put aside before releasing Q?
- all preinstalled webapps would be authorized? do we make sure that the user enables the webapp?
- need to revive USC part of webapps (I think there were remaining issues w/ the icons not being available outside the deb and "allow a webapp upon installation" (to avoid having the popup)?
