Implement drag-and-drop events on Windows

The one part of the Perl implementation of Tickit::Window that has not been ported yet to the C library is the concept of drag-and-drop events.
These will likely want implementing by a new kind of event type, maybe TICKIT_EV_DRAG. The event info structure can then annotate with extra information such as the original drag source window and position, and other information that might be interesting.
