Extensible controls for "window" similar to "termctl"

The `tickit_termctl_*` family of functions appear to be quite useful and flexible to add dynamic control ability to the terminal layer.

It might be nice to add similar to the window layer as well, taking over from the existing few window state modification functions, and also extend the ability to e.g. the `steal_input` flag.
