crex reader and writer based on LibECBUFR

Add CREX read-write capability to libECBUFR.
This will be required in order to decode SYNOP, TEMP and PILOT from some locations, notably in Africa.
It will also open some other possibilities, such as using the bufr_encoder utility to generate CREX, or to write a CREX to BUFR converter (BUFR to CREX is possible in a subset of cases, but the use case for it is a bit harder to define)
It should be possible to store CREX data within the existing library data structure that is used for BUFR, which would simplify things a little.
