Improving the documentation of the API and underlying code

One key aspect in improving the useability of libECBUFR is to improve the level of documentation. This is a major thrust in the team's effort. As of October 26, 2009, two documentation blitzes have been held so far and are developing remote-meeting modus operandi to make it possible to hold such events on a somewhat regular basis from the comfort of our respective offices.
