Ensure library works correctly when compiled in 64-bit environments

libecbufr and its associated utility programs compile in 64-bit environment (such as 64-bit Ubuntu) but there are compilation warnings and some hints that not everything is quite right. With the move to 64-bit linux as the EC platform for linux servers and desktops, we need to do a code review and tests to ensure that we spot and correct issues related to running in a 64-bit environment.

Bug https://bugs.launchpad.net/libecbufr/+bug/893198 (which is fixed now) was an example of the library behaving differently in the handling of associated fields depending on whether libecbufr ran in a 32 bit or 64 bit environment.

2013/11/14 - As of this date the software has been running in 64 bit environments for over two years with no issue to report. I propose we handle bugs (if any) as they appear and supersede this blueprint
