Provide an @icon setting to allow icons to be icluded in .leo files. The headline of the setting would contain a name identifying the icon and the body would contain key value pairs which would identify the full or relative path to the icon or a base64 representaition. Anywhere in leo where an icon is required would accept an @icon name instead of a path.

I would propose to do this initially as part of a 'toolbar' plugin that I am working on. No existing code would need to be changed initially, but new code should include support for the setting and support could be backported to older code as and when.
