In order to make it easier to manage LAVA systems, and support response to problems found during things like health checks, we would like to have administrative improvements to lava.
Some ideas to get the discussion started:
* Mark a board offline (from cli or api - this can already be done through the admin interface but isn't convenient)
* Mark all boards of a given type offline
* Full stop - stop scheduling for all boards
* Add a new device (automate setup of config files and db entries)
* Log a reason for a board being offline
