Proposed Requirements:
1. Access to results bundles and other views can be restricted based on launchpad group
2. Views can be marked as public and not require login
3. Scheduler logs can contain non-public data as well, and should also be something that can be restricted by group/individual
4. APIs that could be used to retrieve data must also honor group restrictions
