Add Public IP for staging

We now have 5 public IP's with our new leased line. We currently have our main router using a single IP and then doing HTTP portforwarding for incoming requests. This isn't so great for things like doing HTTPS on staging. There are work-arounds, but really we should just use another one of our IP's for this.
