Make all the lava master images available to download

When new users start setting up lava, they often get the step wrong of how to create a master image. We should make a set of images available from (say) masters.validation.linaro.org, so that they can be guaranteed to have the same master image that we run in the lab.

Please note that they can not be partitioned masters, because we (a) don't know the sd card size they will use (b) It would be too large and (most importantly) lava-first-run gets UUIDs from the device itself.
