Purchase and deploy new lab server for dispatcher
We are currently landing some new features to the lava-dispatcher that will require us to run jobs somewhere other than control. Since this new system will be doing stuff via USB connections, it will be easier to configure by using a physical system rather than getting USB to work properly in OpenStack.
The new system doesn't have to be too terribly powerful - I suspect it will be bound more often by disk-IO than anything else. Maybe something similar to our ssh gateway server.
NOTE: we should also go ahead and purchase a USB sound card with this server
