Automate the deployment of the LAVA staging server

Based on the process documented at https://wiki.linaro.org/Platform/LAVA/DevOps/SettingUpStaging we should be able to do a completely automated deployment of the LAVA staging server

This way, we can re-build the staging server periodically from the latest code and make sure all the stack works.
