Get power management software working in the lab

We need to add power management support to LAVA to provide statistics on individual board performance during test runs

Other blueprints will follow on to this once it works, to get LAVA modified to support capture of this data, and allow scheduling job to machine with this capability specifically.

One risk involved here is that we could be redoing this several times until the final solution firms up. There are at least 3 different proposals for devices to use for gathering the power management data, and it has not yet become clear what the accepted final solution will be. Of the 3, the NIDAQ is the only thing we have in our hands right now, so it's probably a reasonable place to start.
