Create a set of release acceptance tests for lava-dispatcher

I'm thinking this would basically take the form of a testplan that requires taking a couple of known, pre-arranged systems out of the scheduler (mark in maintenance mode), and run through a few jobs that test things like:
Deploy image
deploy android
install/run tests
install/run android tests
submit results
etc...

Mostly, we just want a set of simple, quick tests that a release of lava-dispatcher can run through to make sure it behaves as we expect it. It should be scripted as much as possible so that someone can take a branch of lava-dispatcher, set up the machines, and run it. They can execute the jobs in parallel, so that it shouldn't take that long.
