Configure the dispatcher with lava-deployment-tool

If the user is installing lava-dispatcher at the time we do deployment, we should ask for things like the server ip, and the images directory, and create the lava-dispatcher.conf with those values pre-filled. Also, we should adjust the apache config for the instance so that it points at those locations.
