Upload translation as suggestions

zwnj suggests allowing translators to upload translations files as suggestions.

To avoid enormous increases in queue review workload, the auto-approver should first be able to reject problematic filenames with helpful error messages. The actual feature may be as simple as allowing more people to upload; updateTranslations() logic should do the rest of the work.
