Ubuntu wiki names

Giving every Launchpad user an Ubuntu wiki name is inappropriate if we're trying to attract projects with users who aren't interested in Ubuntu. (And it doesn't scale to umpteen distributions, each with their own wiki.) This needs to be rationalized somehow.
