Translation glossary and common phrase collection

We should create a glossary and a common phrase collection and include it for translation in Launchpad. This would be considered a standard for a language, and could be used to evaluate translators' abilities before accepting them into official teams.
This should be a community-oriented project, and should be completely hosted in Launchpad.
