Support for team mailing lists and archives hosted in Launchpad

Team mailing lists will be added to Launchpad and provided as an optional service to all teams. Team mailing lists will be fully hosted on Launchpad and will include an archive of mailing list postings. Each team will be given the opportunity to create a single mailing list for all discussions, and associate this mailing list as their team's contact email. A team's archive will provide a long-lasting historical record of the mailing list's traffic, retained even if the team mailing list is deleted. Team mailing lists may have open or closed subscription policies.
