Support Tracker Workflow

We want to give more exposure to the support tracker. The idea is to redirect
common users to the support tracker instead of the bug tracker and to let
more knowledgeable users file bugs from support requests. To achieve this end, we will modify the support tracker workflow to a more guided interaction style.
