Soyuz Privilege Separation

At the moment, Soyuz can't operate effectively without power users, ie. certain users of Soyuz have to have shell access to drescher and permission to run various command-line scripts there.
We need to tidy Soyuz up to the point where it can operate like proper software, ie. without some of its users requiring shell access on the server.
