Resetting Translations

Occasionally, somebody might want to say that no translation should be used for a particular string. This is complicated by the fact that PO files use the empty string to mean "untranslated", and in this case, we want to record "no translation explicitly selected". When somebody makes this explicit choice, we should record who made that choice, and when they made it, in case it is a vandalisation.
