Remove codehosting SFTP service

Once we have the smartserver running on bazaar.launchpad.net, we'd like to migrate all users away from the existing sftp:// service to the bzr+ssh:// service. This spec is about how to do that as smoothly as possible, with a minimum of disruption to our existing users.
