Manage and Publish Private Archive Access Tokens
This spec is to discuss and track the progress of managing and publishing the access tokens for private archives. These tokens are username/password pairs that are placed in the .htaccess file to protect access to the archive.

Julian 2009/01/22: Basic database classes and security model implemented, UI work to commence in 2.2.2
Michael 2009/03/26: UI functionally complete for creating, editing, cancelling subscriptions for users and teams, as well as for subscribers viewing all their subscriptions, activating subscriptions and creating new passwords/tokens.
Celso 2009/04/07: slipped to 2.2.4, pending UI changes in edge.
Michael 2009/05/06: Both the UI and the backend cron job are now in place. The cron-job will be switch on 2009-05-13. There are a number of UI improvements to be made (not in the original spec).
