Persistent Sessions

We want Launchpad logins to persist across restarts of the Launchpad webapp. We can do this by moving the record of session cookies into the postgres database, out of the zodb (we don't want to remove zodb sessions entirely, though, just this aspect of them). We should also make sure this allows users to remain logged-in when Launchpad is in read-only mode during a database upgrade.
