Warning messages about translations

We have some internal issues about the translation proccess
Since some of us are working on the original projects (such as KDE, Compiz, OpenOffice etc.) we would like to display a warning to the translators who are trying to change values that this project is translated externally and that all of their changes will be lost!
The fact is that some of the projects are updating their PO files so quickly (as a trunk branch) so that the PO that come with the latest Ubuntu are certainly not enough
Another small issue are the Terminal apps
There are still lots of unhandled bugs regarding Hebrew and it has a direct relation to the fact that Hebrew is RTL written
We would like to add a warning for each terminal app so the translators will know that their translation may ruin the user experience or even damage the functionality or display of the app itself
