Launchpad Vacation Backend

A Launchpad user may go on vacation. During this vacation period, Launchpad will suspend delivery of all outgoing notifications to the user. Since some notifications are important (for example, forewarning of membership expiration), infrastructure will be added to indicate whether an email is important or not. (The Precedence header should also probably be set accordingly.)
